Why Telegram got throttled
Since 2026 users all over Russia report the same thing: Telegram loads videos slowly, photos and messages "freeze," calls drop. It's not your internet and not your phone. The messenger's traffic gets deliberately throttled by TSPU, the system ISPs use to filter traffic.
TSPU inspects traffic for MTProto protocol signatures and artificially caps speed on connections it recognizes. Video and files, the heaviest data, suffer most.
Why a proxy is no longer enough
The most common advice online is to connect an MTProto proxy. That worked in 2022. Not anymore:
- Public MTProto proxies get blocked fast, sometimes within hours
- A proxy only carries Telegram traffic, everything else stays throttled
- Speed caps out around 1-5 Mbit/s, so HD video won't load
A proxy fixes one problem slowly. A VPN fixes all of them at once.
Why VPN works
A VPN encrypts all device traffic into one tunnel. TSPU sees only an encrypted channel, not the contents, so it can't single out Telegram and throttle it. Videos work, calls work, regular browsing works.
Not any VPN, though. Most classic protocols (OpenVPN, WireGuard) are already fingerprintable by TSPU. You need masking protocols:
- VLESS + Reality, traffic looks like a normal HTTPS site, DPI can't tell it apart
- XHTTP, looks like a legitimate API request
- Hysteria2, runs over QUIC, shrugs off throttling
What to do
Option 1. VPN on the whole device (recommended)
Install a client (Happ, INCY or similar), import the subscription, toggle it on. Telegram, websites, streaming, all start working at once. The tunnel encrypts everything, so throttling doesn't just get bypassed, it can't creep back on other sites either.
Option 2. VPN for Telegram only
Don't want your whole connection behind a VPN? Happ and INCY support per-app rules. Pick Telegram, and only its traffic goes through the tunnel. Everything else stays direct and fast.
Option 3. If the VPN feels sluggish
Rarely, your ISP or local network also throttles the tunnel itself. Then:
- switch protocol (VLESS to Hysteria2, for example)
- move to a closer server, we keep servers in Germany, the Netherlands, Finland, the Baltics and the US
When you don't need VPN at all
If you're not under throttling (abroad, or on an operator without TSPU), a blanket VPN only slows you down. Keep it off. Turn on the tunnel for Telegram the moment it starts misbehaving. Rules and whitelists can automate even that.
FAQ
Telegram sends messages but videos won't load, is that DPI too? Yes. Video is the loudest symptom because media weighs the most. Text slips through nearly untouched.
Does switching mobile data to Wi-Fi help? Sometimes, if one carrier throttles harder than another. That's a workaround, not a fix, the throttling stays.
Does VPN drain the battery badly? Modern protocols like VLESS and Reality are light. Background use is comparable to regular data transfer, the difference is small.
